Description:
The subject of the public contract in research, development and innovation is to obtain the most suitable project solution proposal in applied research and innovation. The project framework aims at the preliminary definition of the project, which was prepared in accordance with the provisions of § 2 paragraph 2 letter h) ZPVV, and which will be within the competition dialog modified with regard to the needs of the Client. (The subject of the project is listed in Appendix No. 1 Project framework Tender documentation). The procurement procedure will be conducted in such a way that the selected solution fulfills the objectives and realizes the results specified in Annex No. 1 - Project Framework of the Tender Documentation, which will the main material basis for negotiations. Conclusions, conditions and new facts should emerge from the individual meetings so that the assignment for the purposes of the final offer can be specified in the most satisfactory way for the Client.
The main goal of the project is the design of an innovative and systemic solution for streamlining subsidy policy in the field of human rights, both with regard to the impact of the subsidy programs in question, as well as the procedural simplification of the existing subsidy procedure. The main goal can be divided into three sub-goals, namely: I) Methodological setting of the evaluation of subsidy programs including the method of monitoring programs in a participatory manner. II) Verification of the emerging methodology of evaluation of subsidy programs on the example of subsidy programs in the field of human rights of the Office of the Government of the Czech Republic.
