Description:
For the formal purpose of introducing a dynamic purchasing system according to § 138 et seq. ZZVZ (hereinafter referred to as "DNS") is the introduction of a fully electronic, open system for awarding public contracts, the subject of which will be the supply of guarantees of origin of biomethane in the sense of Act no. 165/2012 Coll., on supported energy sources and on the amendment of certain laws, as amended (hereinafter referred to as "ZPZE"). In partial public contracts, the contracting authority may require that the supplier ensure, in addition to the supply of guarantees of origin, the purchase of emission savings in meaning of the ZPZE achieved by the contracting authority in relation to the delivered guarantees of origin. The contracting authority points out that in public contracts awarded in DNS, it will only ask for guarantees of origin that can be applied in the Czech Republic. At the same time, the contracting authority may demand that the sale the guarantee of origin and the subsequent purchase of emission savings according to the ZPZE were implemented directly by the supplier or a company from the supplier group. The subject of this procurement procedure is the introduction of DNS entitled "Ensuring inputs for achieving emission savings from biomethane supplies". The goal the contracting authority is to have a range of suppliers who, in response to the contracting authority's current needs, will be able to fulfill the subject of the partial public contracts connected to the DNS, during the duration of the DNS. Subject to the fulfillment of partial public contracts entered in DNS there will be deliveries of biomethane guarantees of origin.
