- The subject of the public contract is the preparation of practical methodological material for the economic planning of housing funds. The methodology will provide municipalities with guidance on how to better plan their investments and maintenance, which will contribute to improving housing affordability, all with an emphasis on long-term financial planning.
It will be according to the methodology it is possible to set long-term economic plans for the sustainability and development of housing funds (horizon of 30-50 years). The methodology will be usable for municipalities of different sizes and for different specific settings of housing stock management. The methodology combines a theoretical introduction to the issue, research of foreign practices, research applications for managing housing funds, specific case studies of three selected municipalities, recommended economic modeling tools and a set of practical recommendations for municipalities.
